Dog Exercise & Leash Control



“Leash control” means — the dog is attached to a leash, no longer than 2 metres and is held by a person physically capable of restraining the dog.

“Road” means —The land between property boundaries including the footpaths, roadway and grass verges.


Your dog needs to be leashed if it is causing, or likely to cause a nuisance or if adjacent to a public road, otherwise you can walk your dogs anywhere in Tauranga City as long as they are under control.

No specific dog exercise areas are provided. Dogs are able to be exercised off leash in public places except in circumstances identified in the bylaw as follows;

A dog must be under ‘leash control’ when:

  • Causing or likely to cause danger, distress or nuisance.
  • On any footpath or within a road reserve or state highway.
  • On the Papaoma Dune Wilderness Area (from Papamoa Domain to Taylor Road).


Prohibited Areas

The Council may by resolution from time to time define prohibited areas.

No dogs are allowed on to prohibited areas.
The owner of any dog shall keep that dog off prohibited areas.

Exemptions:

  • Bona fide Guide dogs
  • Certified Hearing Ear dogs
  • Companion dogs (Certified by the Top Dog Companion Trust)
  • "Specified agency" dogs on active service

Prohibited areas include (but without limitation)

  • Mauao (the Mountain) including the base track situated at the western end of Mount Maunganui
  • the foreshore at the main Mount Maunganui beach, from the beach atMoturiki Island (Leisure Island) to and including the beach at the base of Mauao (the Mountain)
  • the foreshore at Pilot Bay from the beach at the base of Mauao (theMountain) to on the beach adjacent to Salisbury Avenue
  • the foreshore at Omanu Beach, 200 metres from Omanu Surf Club premises
  • the foreshore at Papamoa, 200 metres from the Papamoa Surf Club premises to the beach at Papamoa Domain
  • Any land within 10 metres from any play equipment inside children’s playgrounds, not delineated by a perimeter fence
  • Moturiki Island (Leisure Island)
  • the Matua salt-marsh (being that area of land covered by the Matua Salt Marsh Management Plan) and Elmes Reserve
  • Papamoa Hills Park (Western Bay of Plenty District Council).
